Rogue donor and Regen

Bristlebanes Deception on Flahran, The Dragon's Bane seems to have an issue with regen spells.
If say Talisman of Perseverance is on said rogue and donor is clicked it will not take hold.
Also tested it by clicking donor at which point Bristlebanes Decetion appeared in buff window then had Shaman cast TOP on me and it overwrote donor buff. Also tested with Druid Blessing of Oak and produced the same results.

Clone shows Bristlebanes Deception increases HP by 45, is this a 45 per tick regen?

I guess we can remove that 45 hp regen. Not much use of it anyway.
