Problem with Sune's Vambraces of Eternal Life

I am heaving a Problem with Sune's Vambraces of Eternal Life. When I summon the pet, and hail her with Ranger (70), War (70) and Cleric (70) the buffs are

Insight of the Seer Rk. II
Ancestral Focus Rk. II
Endowed Temperance Rk. II
Brell's Barrier Rk. II
Reflective Foresight Rk. II
Blessing of Hope Rk. II

When I buff the Shaman (70) the buffs are like the regular Sune buffs.

Ranger is Tier 7 Flagged

War, Cleric and Shaman are Tier 6 Flagged, they need Xegony to be Tier 7 Flaged.

Is this a bug?

Also is it possible to have the pet buff the whole group?

I think you only get the upgraded buffs if you have killed Phar Dar in VP. For now I would suggest you /tgb off and hail to buff your group with the toon who has Phar Dar flag.

/tgb off allows sune to buff your group instead of just you.
