Oh shoot I'm late to the party! Can we add webtools/items.php?id=121465 to the list? It's more Chaos loot and the only clicky AC buff with a recast time that I can think of.

These two items were for this reboot and the mask (dodge clicky) is for next reboot.. but both the loop and the ring (ac and over haste clickys) show instant cast and no recast time already after this reboot.. I've not been able to cast either one over an hour later saying "Spell recast time not yet." so now atm the clicks are not even useable, have tested this on different toons as well

If possible can Loop of Chaos (item#121464) and Ring of Purified Chaos (item#121466) have their cooldowns removed or lowered?

Their lower tiered counterparts have no cooldown on them. For instance: Aged Grey Suede Boots (item#69439) and Red Resistance Stone (item#6688).

Both items still have a recast timer. Also Loop of Chaos shows (instant cast) in spell description but seems to have a cast time when clicked.

If you do it for the Chaos version of that cloak, would you do it too on the Christmas t8 version too by chance (webtools/items.php?id=121645) ? That's the only Chaos-like loot that dropped from that event since others were Zenurix-Twins-etc alike.

Still cant recast Loop of Chaos or Ring of Purified Chaos almost 5 hours later

I'm a noob and gave them a -1 recast time which makes them never return to service after the cast...

fixed in next reboot (we may do a sooner one then wednesday to get these fixes pushed, we will see)
