Downside is, we'd assume that everyone is at the caps and the mobs will reflect that (Tier 3+ mobs).
If you raise the caps I think it would be important to review all raid loot so that they aren't actually capped. You could make it controllable, like only put shielding on armor items but not misc slots like waste or back. This is a crude example, but the point is that it's too hard to keep track of every single item in every zone. If you were to keep certain special stats to certain slots then you could manage the maximum upgrade potential a lot easier.
I still don't think shielding should be touched btw...
