Insta of course, or 0.5 sec cast. it'd be useless if it had a long cast time.

• Dominating Anger has a 50% proc mod
• Domination lasts 2 tic and has a 400% proc mod

I'd like to see Dominating Anger proc a 300dd initially. Currently it just ticks a 300 damage dot, but we all know that you proc a lot more than once every 6 seconds, so it's limiting the damage output of the proc.
