Sune Arms Stacking or timing issue

I had a couple of toons that have been running out of mana since the donor changes and I believe I have found the cause.
On the toons in question I use the clickie from Dragon Wing Cloak.
webtools/items.php?id=120973If I then hail a Sune Arm buffer it over writes Deaths Entombment I with Moon Curse III which is fine but Insight of the Seer doesn't land as it should after Moon Curse over writes Deaths Entombment.
When trying this in reverse no buffs and I hail the Sune Buffer first with Moon Curse and Insight of the Seer both on and I click the Dragon Wing Cloak, at that point Deaths Entombment removes both Moon Curse and Insight of the Seer as it should.

Nothing was changed in the spell file, no stacking changes at all. Sune buffs are just higher rank spells now but they are the same and stack the same way as before. I dunno what to say.

I don't believe is is stacking at all I believe it is the time or order the buffs are cast from Sune.
Deaths Entombment on your buff bar.
Hail buffer.
At this point it should remove Deaths Entombment (which it does) and replace it with Moon Curse (which it does) and then Insight of the Seer should land which that does not happen.
Wait a minute for arms to refresh hail again and they all land no problems.

Not a stacking related issue, but annoying none the less: the sune spirit will only buff the entire group of the person that hailed her if that character has target group buff set to off.
I'm not sure if this is fixable or not, but it would be nice if the buffs hit the entire group regardless of tgb status.

It has always been like that with Sune and the donor arms. TGB has to be OFF for group to get the buffs.
