Looking at other item id/spell ids near it, looks like it was made but never added in game. much like the group CoH spell which eventually made it's way onto the donor item

If I remember correctly, it was part of new spells that Micah wanted to introduce and that never saw light, like group coth (which is now added on the new arion ring).
