Vt augment

Hi,
The combine is trivial at 350
Max skill is 300
max skill mod is +15%
So the combine is never trivial and fail is about 10-15%, is it the goal of the augment quest to be failed time to time or just a msitake? When u salvage an item of course it s the unfinished cutting tool not the shard...
