MQ2ItemdDisplay return the good value, and helps us lot.

60s is the spell value. this not the item recast, this value is if you cast the spell Insipid Dreams alone. (although in this case, we can not do)
15s is the item recast value, this value overwrites the spell recast.

Just try and remember that Item clicks do not mirror the cast and recast times of the spell data. I will go out on a limb and say every item click I have has a different set of cast and recast time vs the spell itself. Unless they make the click share a recast type.

Some examples:
Sleeves of the Dragon - Click: Dead Men Floating (Cast: 5.0s)
Spell - Dead Men Floating (Cast: 9s)

Hastily Set Ruby Ring - Click: Mark of the Righteous (Cast: 0.5s)
Spell - Mark of the Righteous (Cast: 3s) (Recast: 3s)
