Dark Diplomat

I wonder why the Tier 6 BPs from Veeshan Peak have a 0 second cast time of Dark Diplomat and the Tier 8 BPs from Nadox have a 1 second cast time. Seems like the Tier 8 clicky should at least be as fast as the Tier 6 clicky.
ps. With the use of stick figures etc. I wonder why more folks don't just use Dark Diplomat and disappear completely... even less graphic load than stick figures
