Spirit of Fail clicky feature claims it will affect the target, but it appears it only affects the person wearing it. I have tried several times, and it only gives me the buff.

Target, in this case (and most all cases), is just in reference to the person that will receive the buff. It does not mean that somebody else can be targeted; that is a targeted spell. A spell that is not targeted can have a target.
