Hammer of Consternation

i just got my hammer of consternation and it will not proc, it says its a uknown spell. I have reinstalled EQ , everything works fine , but my hammer of Consternation will not proc. Please help

It's an old world item but will be fixed with next reboot. It will also get a level 55 required level "live like".
