1. I this an Instant clicky or does it have a cast time?
2. Does one have to target self to cast this?

It requires a target. If you still have your mob on target it will try to heal it and eat the cooldown. It is instant cast.

AFAIK it does not require a target, it is self only and will heal you even if something else is targeted

logged in a char with this item, and micah is correct. It does NOT require a target.
