Mana Flare Items, T6

I noticed yesterday that there are two items that casters use that click for Mana Flare III, and a single item that clicks for Mana Flare II.

MF3: Aged Shissar Focus Staff and Robe of Inspiration

MF2: Aged Robe of the Azure Sky

My confusion/question stems from the fact that the item with MF2 is arguably harder to obtain than at least Aged Shissar Focus Staff, and possibly Robe of Inspiration. Is there no way to maybe change the effects from the Staff (from 3>2) and the PD Robe (from 2>3), or maybe just update the PD robe to have the same click effect as Robe of Inspiration (same cast time, recast, etc.)?

if I'm not mistaken , robe of the Azur sky is only MF2 because its usable by Druid/shm/cleric who aren't supposed to use MF in that tier. it's more a priest toy then an upgrade from other MF items

You could just kill Dread/Terror/Fright in fear for a Bone-Clasped Girdle.
It has mana flare II and usable by all casters.

Thank you, but I am not in a particular need for a Mana Flare click effect. The effects just seemed inconsistent, and Firenze pointed out why.

Firenze doesn't have his star on the bvd for no reason ! He is smarter than anyone else and even the stars look less shiny when he is out...
