Trick or Treat quest

Dunno if this is broken or working as intended. I am only able to get 9 of the 10 quest items from the npcs in the Forest. I have identified all 10 via the logs. But one on each of my toons won't respond.
My list of NPCs is:
Queen
Gondon
Darton
Moosher
Moarn
Wimbledink
Chump
Organ
Gorgoza
Lilly
These NPCs have responded to others and myself with the candy. But one per toon won't. Are we missing something?

I narrowed it down...it seems that Chump & Gorgoza are handing out the same candy (Crystallized Candy Corn), but you will get it from only one of them.

Nice detective work! Same problem here, I got my candy from Chump first so Gorgoza wont give my anything, stuck at 9/10 just like everyone else.

I just verified as well.. Gorgoza and Chump are both handing out Crystalized Candy Corn
then I raced to the forums to report it.... to find it already here haha

This is still not working for me I have gone back and rehailed everyone and still missing the last candy piece
