Ran into this issue again just now, happened before i just shrug it , the char was low level at the time (different character than tonight) : gime him the 4 gems at once , get the crystal reward, and quest doesn't complete, you can't speak to the next gnome.

ps: i did preloot the gems before having the quest but so did the bard who completed it just fine just before the necro

There was a bug with the turn in so I'm not even sure how anyone were able to finish the task. It should be fixed now.

The pre-looting is needed however since the 5th step of the task is not active until step 1-4 is completed (shows ??? in the Quest Journal), only then can the final turn in update the task (step 5). Hope it make sense.

same thing just happened with the second gnome.
doing the quest on druid : loot all the pieces . combine . hand in : return nothing.

Same deal. You need to unveil the task step before doing it. Loot the items, get the task updates and once the last step unveiled, do the turn in.
