Augments Quest in Valdeholm

Wraithguard Hunter Grethmar hints that if you collect 4 of the same augment type he can upgrade them. Completing the quest results in a Lore augment. Assume this is an oversight? Or is there another way to complete combining 4 of them?
I tried doing a second and the materials were used but you will get "You already have a lore crystal ice tear (Tier 9) in your inventory."

Since you talking about T9 i don't think we could get any higher than the T9 version. If you look at the lower tier versions of the reward those aren't lore.

Yeah sorry I left the wrong text in there for the t9 combines, have removed the hint now so it's a bit clearer.
