Rowe's Level is too Low

For the Charm 2.0 quest, you're asked to kill 2 NPCs of equal strength: Rowi and Rowe
They have the same exact health and min and max attack damage, but Rowe is level 28, and Rowi is level 60. I'm assuming Rowe's level is supposed to be 60 as well.
I think the fix might help save some lowbies from their death
