after returning from tobias the script handling Billies response is broken
you respond with I will give you a Hand! and nothing happens

There are no broken script handling in the Unrest quest line. Were you ate the right stage of the quest? Did you follow the instructions? Were you close enough to the NPC when hailing him?

well i went back and it worked great
we tried everything before and it wouldn't work
