Papa Tobias confused when I hand him the letter from Billy

Hey All,
Just wondering if anyone has ran into an issue like this in the Unrest quest line...here goes.... after you complete the second part of the bug quest for Groundskeeper Billy, Billy gives you a letter to give to Papa Tobais. After finding/hailing Papa Tobais I gave him the letter....it said he was confused. I went to my quest tab and the current quest for unrest was gone. I went back to Groundskeeper Billy and he also had nothing to say. My roommate who plays on this server had no issue giving Papa Tobais the letter(we were grouped for this). My roommate completed this quest after I tried and failed to get any action or response from Papa Tobais. I do not think the quest is broke but it ended prematurely for me. One other note, my roommate has not found a soulstone yet for the bag Groundskeeper Billy gave him but for some strange reason I picked a soulstone up, but have no bag to put it in or any NPC that will talk to me to allow me to start this quest up again. Any tips as to how I can get this quest back would be greatly appreciated.

The soulstones are random drops from ghosts in the maze towards the front of unrest. As for why you don't have the next task step, go back to billy and say ready, I think that is what the trigger is. It's an odd step where you complete the last one and it doesn't auto give you the next one, but gives you a text trigger to pop the next task up.
