I tried that before crafting a fishing rod :) The skill is maxed at 400. I've never put a skill point in though no, it was just like that. I don't think it's possible to put a point in when it's maxed.

This might be related to the issue (or maybe cause it)

Looks like that is what the problem might be, on all my new characters I created this year their skill is 400, with my previous characters that I created a few years back the skill is 0. I'll try putting a point in one of them later and see if they can fish compared to the new characters.

That's probably it. I wonder if that's the UF client. Our original characters were created using titanium.

If it's that then we at least have a workaround for the quest but it would leave newer players who have only used UF with no way of triggering it. In that case, maybe the quest can be changed so the npc gives you a click item fishing rod that essentially casts a "fishing" spell that has a chance to trigger the events npcs that drop the required items? Might be difficult to do though, how can you make a spell that can only be cast near water and only in that zone?

Alternatively, can you give the npc an option for players to reset their fishing skill to zero, so they can then train it up?

I'm not a big fan of the excitement of fishing in Everquest. Though I spent hours doing so back in the day on Live. Maybe even a merchant selling what you need to fix the quest would be okay?
