I have checked and I have the file in the right folder...

Check the contents of your uifiles\default folder, it should be over 400 items, if it's is less you somehow ended up with an invalid ui.

I am using the Underfoot client install and i am getting the same error. I have a EQLSUI.xml file in the UI default directory. Is there a correction for this... file shows to 366 files
