Halloween event - soggy chocolate

I have been all over the ocean of tears but I cannot find any chocolates at the bottom of the sea. Am I missing something this is one of the last quests i need to do for the Halloween token.

Far west side of the zone. Shows up as a "generic" tag on the map for anyone else who goes looking for it.
