Halloween Fixes - Oct 20th

Just posting these here so everyone knows about them, they do not require a reboot and are live as of now.
o Fixed the issue with Sour Caramel Apple augment not growing in power properly.
o Fernando the Black has been moved to the North Eastern corner of North Karana.
o Ghouly Teleporter will now remain up permanetly in the Junal instances.
o Fixed an issue with Markus the Magnifico not awarding his reward properly.
