Doubt about caster items

Good day
I just dont see the point on some caster items that list they are goes at secondary slot, when casters cant DW ..
Items like
webtools/items.php?id=12163
or
webtools/items.php?id=10213
They can be a nice secondary slot but since they are weapons, and again cant DW they lose a point to gear up with that and get nice equip.
I mean, why would you put secondary tag on a wep that a class cant wear?
Wont be easy to put caster gear weps as only primary and do some of that stuff primary secondary with only ac and no dmg / dly on it ?
