Focus Effect Line Changes

Wanted to give a heads up on some upcoming changes that the development team is working on.
As most of you already know, we have been taking the time to review a lot of the items in game to help streamline and reduce some of the randomness that has plagued the server for a long time now.
One such "randomness" is the focus effect lines. While Tier 4+ has a dedicated and organized focus effect line, everything before that does not make much sense. (Tier 3 Focus effects available in a level 55 zone/Tier 4 focus effects available in Tier 1 zones).
So, We have put together the upcoming changes and we wanted to share them with the community prior to them actually being implemented into the game.

Again, Tier 4+ will see minimal, if any, changes since those zones are already set. Tier 3 and down however, will see the most changes.
