Is it supposed to be Skill: Tiger Claw? It's a nice nuke in between 15-20 fizzles it takes to cast.

Well spotted and set to Evocation with next reload/file.
Item Change -> Reload needed
Spell Change -> Reload AND new Spellfile needed
