EQEmu default code limits the numbers of proc slots you can have, or at least I remember them putting that in at some point in time.
However here on THF they have coded in a limit to the number of proc slots you can have.

IE if you have 4 buffs on your character that add procs they can fire but if you have more then not all can fire. Vaion will have to respond with exactly how it works, if it randomly picks from the max value per check or if it only accepts the first X etc.

Basically any time you can increase the number of possible procs you are in a better position.
At least that is how I understand it but its been so long since I actually went out and did anything in game and parsed it that I could be way off.
