Song of the Orcslayer v3 Haste

Hopefully I'm reading this right and not wasting anyone's time, but it looks like the "Song of the Orcslayer" is supposed to give 40% v3 haste, but is actually only doing 25%. Ran a couple of tests naked at 100% haste, and got 125% while singing, Put on my helm with 51% regular haste and got 176%. So it stacks fine, it just seems like the true value is 25% not 40%. Let me know if i'm missing something like v3 is capped unless you have this AA or something like that. Thanks!
