Chaotic focus effects: quickening vs swiftness

I was looking through today and finally seeing what armor slots I want to upgrade to Powerful and which I want to keep at Frozen. I found that the powerful boots have chaotic quickening and the powerful greaves have chaotic swiftness. Those sounded the same to me so I looked them up. Am I missing something in that both of them are cast haste for detrimental spells, quickening at 35% and swiftness at 37%? Or was swiftness intended for beneficial (it says hitpoints allowed) and then flagged as detrimental only?

Chaotic Quickening:

• 1 : Effect type : Increase Spell Haste by 35%
• 2 : Effect type : Limit: Max Level (70)
• 3 : Effect type : Limit: Spell(Complete Healing)
• 4 : Effect type : Limit: Min Casting Time (3 sec)
• 5 : Effect type : Limit: Spell Type(Detrimental only)
• 6 : Effect type : Limit: Combat Skills Not Allowed

Chaotic Swiftness:

• 1 : Effect type : Increase Spell Haste by 37%
• 2 : Effect type : Limit: Max Level (70)
• 3 : Effect type : Limit: Spell(Complete Healing)
• 4 : Effect type : Limit: Min Casting Time (3 sec)
• 5 : Effect type : Limit: Effect(Hitpoints allowed)
• 6 : Effect type : Limit: Combat Skills Not Allowed
• 7 : Effect type : Limit: Spell Type(Detrimental only)

** Edit ** To update, got the legs tonight and the spell description for swiftness says it should be for beneficial, but the spell data says "Effect type : Limit: Spell Type(Detrimental only)"
