It's not only works, but has the original shout of: PLAYERNAME! 
just tested on Monkz, does 67K damage :p

Well it did when it was casted on Jeido in PoFear earlier, hit me for the full 100k. Lillu hit me with it on monkz and it did 67k, probly because spells do less PVP than PVE.
