Wizard Translocate spells

Translocate Natimbi 4964 is requiring small portal fragments.

Tested a couple of others and some required them and some did not. If this is intentional to require these no problem I will go buy some.

If not intentional I will test all spells and provide the ID #'s of the ones that require them.

They are like that forever. Unless you guys want to change this badly for some reason, they'll stay as it is.

In 5 years this was the first time I attempted to use that spell so staying as is wont be a problem.

Might be cool just to make them drop someplace or make them something that only a Mage can summon (hey make them a little more useful!). I don't have a wizard as I played one for like 10 years on live.
