Brilliance of Power I and II

Hello,
When trying to cast an item with Brilliance of power always receive the message: Your target is out of range, get closer!
According to the spell it should be AE 100 but even being on top of the mob you still get the same message.
Items include
Lucid Shield of Energy: 122530
Lucid Gloves of Mana: 122718
