There seems to be two sides to what you're saying. One, pick locks has no use and you'd like it to, two donors get about faster than non donors and you'd like that to change.
Both of your points are true but they're not related. And there are good reasons why they're true.
I don't think any content here is gated distinctly by doors that can be picked. I think this is better by design as it means the quest to get the key cannot be skipped by forced reliance on a single class (everyone has to do the quest). Even worse would be doors that can only be opened by picking locks as this means everyone has to skill up a rogue whether they want to or not.
These doors cannot be opened by any donators item either. So there's no distinct advantage to donators.
However, there are many advantages to donors, including the ability to get around much faster than non donors. For the most part, non donors get access to most abilities that are granted by donor items but they take time to get, cannot be accessed at level 1 and, for the most part, aren't as good as the donor versions.
That is a core design choice of this server and it's a big topic that's popped up many times over the last 9 years. I won't go into it right now because it's a well beaten horse.
What I will say is that gating off areas of the content with doors that can be picked by a rogue won't alter the fact that donors get stuff done much faster. And it would be a first for the server (gated content that requires a single class to access). I'm not convinced it's a first that needs to be broken into.
This isn't to say that I missed using the skill. My main is a rogue. It'd be great if there was some way to add class specific content for various classes (maybe some solo quest lines where you can progress as you build up specific skills) but I don't feel it's a high priority at the stage we're at and I don't think it would give you what you want, either.
We're playing through the content again without donor items and we know it'll be harder this time, compared to our main guild that had the CoH skull early on. We may cave and drag my main rogue with us (I'm thinking ssra here mainly) until we get to ToV and (hopefully) get an orb without too many tries. I'm just not sure adding a requirement for lock picking would alter this.
