the 5% isnt working ( not on procs, effects or spells/nukes), think its only for DDs havnt tested heals,dots or HoTs )

tested on a shm,SK

Heals, HoT's work. DD's definitely aren't though.

The rule is in, and set to 5% bonus. No idea why it doesnt work. We'll need Striat for that.
