Warrior: Bellow Range

I've had this issue on the Bellow line since playing on the server.
I'm not sure if this was a problem on live or is a standard EQEmu problem. From long range if you try to Bellow a mob, it will fail and your disc will remain in tact. However as you try to creep into range to cast the disc, there is a small range of distance that causes the disc to fail and then grey out.
I'm curious if some sort of conflict between allowing a Warrior to use spell range focus and then cancelling it is causing this issue. Currently Warriors get no benefit from Buff Extension focus effects (as it was/is on live). Some on this server have claimed that they worked prior to the patch and also extended their discs.
Anyway, that's a matter for the server administration to decide, I'm just curious what the intention is and whether the patch is creating other issues.
