Does echo of anger foci, such as Echo of Anger VI webtools/spell.php?id=8494 effect ALL attacks, such as white dmg, proc dmg, spell dmg?

Or just attack/spells/procs with +hate mods on them? such as brutal blade aug proc Real Anger webtools/spell.php?id=8494 or sk spell Beholder's Gaze Rk. I webtools/spell.php?id=9436 ?

It affects all versions of damage, so white damage and any spell damage from procs/casts etc.
