Strength of the Wildrunner Rk. I

The other thread about t8 spells made me remember, for some reason when a ranger asks the 1k point vendor "Viser Del'Mun" about spells it only lists 1, sylvan water rk. i, strength doesn't appear and I can' tfigure out what say text triggers it. Have tried "Strength of the Wildrunner Rk. I" and just Strength of the Wildrunner, no luck.
