Brilliance of Might II buff question

I thought I had asked about this before but I searched and didn't find anything.
Regarding the buff Brilliance of Might II - webtools/spell.php?id=8625
cast via Resplendent Epaulets - webtools/items.php?id=11962

The spell data for Brilliance of Might II has this line - 11 : Effect type : Limit: Combat Skills (Not Allowed)

Does this mean it does not effect procs? Am I wasting a buff slot by buffing my bard with this?

Part 2 of this question, will the worn effect of this stack with the buff version of this? Like if my wizard has the epic with this as the worn effect and I buff him using Resplendent Epaulets do I get 20% or still just 10%?

That limit usually means disc instant abilities, or activated abilities (feral swipe, frenzy).

That's a hard one to test if it is applying to procs. Good question.

Yes it will stack between worn and spell casted. They are two seperate bonus tables when they are calculated in the code. Same with AA's.

Thanks V. Do you know if it works on weapon procs as well? Its hard for me to test since its a 10% boost to crits and I already crit often so can't really tell if I'm getting another 10% or not.

it should. Off the top of my head I would imagine that it would, but I'll have to look to be 100% sure.
