August 28 - server maintenance

Server is back up, thank you for your patiance. A new SSD was installed successfully. Along with the server reboot, the following changes are also going live.

Code:
o Fix for partial spell hits.
o Tear and Root spells will now also be able to get partial hits. (Root may not last the entire duration anymore)
o NPCs will now summon at 97% not 94%
o Charmed pet can no longer summon NPCs that are out of summon range.
o Flurry will now hit the NPC's current target, not the player on top of hatelist.
o Fixed a World.exe crash

AA:
o Doppleganger is now supported
o Persistent Casting is now functional

Quest:
o Starter task and Welcome message restored for THF starting zone.

Portal:
o Guild Progression Leaderboard updated.
