Evolving system reworked

New and great improvements to the evolving item system by GM Noren!

Overview
The script interacts with the database far less, hopefully causing a performance boost for all players. Most operations are done in memory and then committed to the database periodically and when certain events happen.

The improvements are as follows.
o Less reads/writes to the database will cause a noticeable performance and stability boost for players.
o The bugs we've had to address with items that stop evolving and items/augs disappearing will be resolved as well.
o Lastly, we're hoping that augments being automatically inserted in the new item will be a welcome change for players.

To encourage testing we enabled double gody points for the upcoming days. As always, please give us feedback about the recent changes.

Items.
o White Dragonshard is now also type 30 slot usable.

Web tools.
o Web based tools (achievement system, guild progression leaderboard, etc) are up to date and reflecting live data.
