Quick patch to fix a few issues with some buffs.
o Buffs that go to the short buffs window should no longer interfere with the other buff window.
o Effects that reduce disc re-use by percent now work.
o Found and fixed an error in the "an_stable_anomoly" script stopping the rare named from popping.
o Twinken finally had his bot commands udpated
