Changelog
o Natimbi: Turepta meat drop rate increased (since it has competition with the succulent meat)
o Natimbi: Hynid meat drop rate decreased (it was way higher and no competition)
o Rivervale: Halfling citizens got some HP boost
o Rivervale: Guards and citizens are no longer immune to magical attacks
o NPC: Fix for Prison Guard. Only one should be up at a time
o QUEST: Elzari the Scholar will now give the Sealed Letter again if you "lose" it.
o QUEST: Some Dreadspire script got optimized
o QUEST: Fix for Miragul sometimes not casting spells properly
o PORTAL: Guild progression chart updated
