[Fixed] AA - Combat Stability - Hotkey

Nature of Bug:
Once I trained in Combat Stability one time (14 of 33) the Hotkey button is active and it shows as an activated item with 5 sec cool down but does not do anything.

Found on Niix, confirmed on Grussum and Aduro

Client type: SoD

Any 2rd party programs used: MQ2
Bug reproducible on live server: No

I was at 13 / 33 and bought one rank which then made it an active AA

Fixed. Combat agility is fixed as well.
