[Fixed] Can't buff lower level players

Class of character: Warrior
Is in a group: (Yes/No) - No
Is in a raid: (Yes/No) - No
Has a Bot spawned: (Yes/No) - No
Zone: (all or specific zone(s), if specific then zone name/instanced or normal) - Any zone.

Nature of Bug: I tried to buff a new player with some HoH level buffs, as able on live, but cannot on the test server. I get the message that "the spell is too powerful for the intended target" ... It would make sense, in theory, that this was a fix to the buffing of low level characters but because it is not so on live I thought i'd report it anyway.

I tried both druid and shaman buffs, as well as Temperance Rk. II.

Client type: (Titanium/SoD/UF) - SOD and UF
Bug reproducible on live server: (Yes/No) - No

I noticed something on test last night that is probably related to this. I was on my bard, twisting 4 songs standing in the forest talking to another player. My bard was 70 and that other character was level 4.

When I targeted that other player, my bard was not able to sing any songs. If I cleared my target or targeting myself, the singing resumed.
