Once I trained in Combat Stability one time (14 of 33) the Hotkey button is active and it shows as an activated item with 5 sec cool down but does not do anything.

Found on Niix, confirmed on Grussum and Aduro

So you bought 1 rank and it took you to 14/33? Or you were at 13/33 and bought one and it made it an active AA?

I was at 13 / 33 and bought one rank which then made it an active AA

Fixed. Combat agility is fixed as well.
