Unable to chat or send tells

I started a new character and did the quests to get my charm and then went to the alternate progression. I am not able to use ooc or send tells with my character.
Is there a level lock or some other thing blocking me? I am level 3.
How do I get unblocked?

I am unable to even make a bot. What do I need to do?

You need to be level 5 to use the commands. This was done to help prevent griefing of players by making lvl 1 characters and abusing the channels.
