Exhaustingly I researched everything and upgraded every driver for my PC from video to Fan speeds...
This is a direct X 11 issue and the solution and how to safely cleanly remove directx 11 components and clean install or hot patch directx 9.0c I've posted under UI issue. Please see that post and post your comments or experiences as well. This helps the community play better, leading to happy players and lasting friendships...
