Lifetap weapon aug questions

I've noticed that my lifetap weapon augs (such as Kiss of Life) generate aoe hate, is this intentional?
For example:
I drag a handful of npc's back to my group and I start attacking my main target building up hate. My group assists me on my target and my rogue's Kiss of Life goes off. It is extremely common for one or more npc's to peal off of my tank and attack the rogue.
The healed amount is negligible, but it's obviously more hate than I generated on my warrior by just running by and proximity aggroing the npc so it causes npcs to attack my rogue. My rogue is very squishy. A few npc's beating on my warrior may not cause me to break a sweat but a few beating on my rogue could 1 round him depending on what zone I'm in.
I realize I could use abilities like Chaos Cry to help with this but I'm just wanting to know if the heal aggro was intentional. I try to use Chaos Cry reservedly in case I get adds, the reuse timer is too long to save my groups butt if I just button mash it constantly.
