Should you start a boss fight with cancel magic?

I'm just wondering... I never do this. But back when I played over a decade ago it was pretty common to dispell before casters started to load up debuffs and whatnot.

Is it good practice here or futile/negligible?

I don't remember any fights here that required cancel magic before engaging. Debuffing before engaging is perfect as long as mob is rooted :) If not rooted, well, has to come just after engaging :)
Debuff is really a must do and will often decide the success or not of your fight. Chanter, druid and shaman (and mage/necro a little too) are great.

Wow i didnt think about that. You can debuff rooted mobs before u engage? (like Vulak for example?)

FWIW, I currently use an ENC to tash, cripple, slow (seems everything is immune), and a mage to malo. I have a shaman, but she doesnt seem to have anything good since the ENC has rk i cripple and the MAG has rk i malosoin.

Finally, aside from the druid epic click, what debuff do they do?

Sort of. He wont summon you if you cast cancel magic type spells, but he'll start aoe'ing like mad.

He will start aggroing your toons when you start debuffing but at least, your tank will be able to engage a slow/debuffed mob, which is good. But indeed, if mob AEs, he will start AEing.
Shaman has slow aswel that can land much better than chanter's.

Yup. If mob is rooted, and you have the healers to counteract the AE (usually a not-so-difficult task, depending on the mob) it's always best to enchanter/shaman debuff the boss before engaging.

No idea if its a good idea to dispell first, probably would be good for some fights but really I just dispell anything that has a damage shield so I don't have to see the spam in combat.

^--- What grey said ;) Dispell is usually just a novelty debuff to get rid of DS spam. Though there *may* be 1 or 2 encounters where mobs start off with some hefty buffs, I've just never noticed them :P Would be a mildly interesting addition to future content though...
